    International Federation for Emergency Medicine

    Launching the IFEM Academy.

    The IFEM Academy is a global education initiative developed by the International Federation for Emergency Medicine to expand access to high-quality education and professional development for emergency care clinicians worldwide. As Project Manager, Dr Ragoo coordinated the work required to take the Academy from concept through development to launch across an international programme of clinical leaders, educators, technology partners, communications teams and volunteers in multiple countries.

    • Worked with IFEM leadership and technical partners at the Royal College of Surgeons in Ireland (RCSI) on the digital learning platform
    • Established project plans and workstreams, coordinated decision-making, and kept clinical, educational and technical teams aligned
    • Put governance, advisory structures, content review and quality-assurance processes in place for launch and beyond
    • Result: the successful launch of an international educational platform, supported by an advisory network and an expanding programme of educational content

  • Case study 02

    InterHealth Canada, Sharjah, UAE

    Leading emergency department transformation.

    Dr Ragoo served as Clinical Director of Emergency Medicine across Al Qassimi Hospital and Al Qassimi Women and Children's Hospital, combining frontline clinical leadership with operational management, service improvement and workforce development. The work spanned pandemic response, digital communication, data-led operations and education, all delivered alongside continuing frontline emergency care.

    • Introduced Microsoft Teams for departmental communication, virtual meetings and structured staff briefings
    • Rapid redesign of patient flows during the pandemic: gateway triage, dedicated clinical areas, source-control measures and airway-management changes
    • Developed and implemented a real-time ED overcrowding dashboard with technology partners, later presented at an informatics conference
    • Acted as sponsor for the establishment of the Arab Board Emergency Medicine Residency Programme; supported undergraduate education with the University of Sharjah
    • Introduced a consultant self-rostering model to improve flexibility and engagement

  • Case study 03

    International Federation for Emergency Medicine

    Building a global informatics community for emergency medicine.

    As Founding Chair of the IFEM Informatics Special Interest Group, Dr Ragoo led the establishment and early development of an international professional network focused on improving the use of informatics, data and digital technology in emergency medicine. The result has been a functioning international community with established governance, continuing conference activity, published work and a platform for collaboration across different healthcare systems.

    • Recruited members from across the IFEM community; established governance, Terms of Reference and a digital collaboration platform
    • Published the IFEM Informatics White Paper, bringing together international perspectives on informatics in emergency medicine
    • Contributed informatics content to ICEM every year from 2021 to 2026, including Educational Marketplace sessions at each of the last four conferences
    • Programme evolved from electronic health records, datasets and analytics to the practical application of artificial intelligence

    Healthcare AI & Digital Innovation

    Artificial intelligence and digital innovation in healthcare.

    This work focuses on practical AI adoption: identifying useful applications, understanding implementation challenges, and ensuring that new approaches are safe, evidence-based and relevant to real clinical needs. Alongside formal training in AI strategy and implementation through Harvard Medical School Executive Education, Dr Ragoo has helped clinicians and healthcare leaders understand how AI can support decision-making, improve productivity and strengthen patient care.

    • Contributed to the development and delivery of AI-Rx: Essential AI for Clinicians, an RCEM study day with an international audience and strong participant feedback
    • Contributed to the IFEM informatics white paper and to the IFEM AI white paper, in final revisions ahead of publication
    • Conference presentations, virtual learning events, hackathons and technology-focused programmes on practical AI applications
    • Helping organisations and professional bodies identify where AI genuinely adds value, and what is required to implement it safely

Informatics Projects

Using data and digital systems to improve emergency department operations.

From practical digital transformation at University Hospitals of North Midlands (2010–2018) to international work through IFEM, combining formal postgraduate training in medical informatics with hands-on implementation.

Emergency Department Electronic Clinical Information System

Implementation and continued development of the ED electronic clinical information system at University Hospitals of North Midlands. Its main value was as a real-time operational dashboard, allowing staff to track patients through the department and giving clinical and management teams a much clearer view of activity and patient flow. It also supported more accurate coding and the automatic generation of GP discharge letters.

Performance Data & Operational Intelligence

Improved the way operational information was collected and used within the Emergency Department, increasingly automating the collection and presentation of performance data so problems could be identified and acted on more quickly. The purpose was not simply to produce more data, but to turn routinely collected information into something that clinical and management teams could use to make decisions.

Fingerprint-Controlled Medication Access System

Introduced an Omnicell biometric medication cabinet, accessed by fingerprint and using guiding lights to direct staff to the required medication. Rather than simply assuming the new system was more efficient, its effect was measured before and after implementation, and the work was subsequently presented at a scientific conference.

Mean time to obtain medication fell from 7.5 minutes to 1.1 minutes, a reduction of 6.4 minutes per medication. The system cost approximately £68,000 to implement, and this cost was recovered through nursing-time savings within approximately six months.

Emergency Care Data Set (ECDS) Clinical Champion

Supported Emergency Departments across the West Midlands as a Clinical Champion for the national implementation of the Emergency Care Data Set, visiting departments, helping clinical teams understand and implement the new dataset, and escalating problems requiring resolution at programme level. The ECDS Programme Board subsequently recognised the contribution of this clinical support.

Microsoft Teams as a Digital Operations Platform

Introduced a Microsoft Teams-based collaboration environment for Emergency Department staff in the UAE, using it not just for messaging but as a central location for operational communication, clinical guidance, educational resources, governance activity and departmental updates. The project demonstrated that digital transformation does not always require new or expensive technology.

Real-Time ED Overcrowding Dashboard

Worked with technology partners in the UAE to develop and implement a real-time Emergency Department overcrowding dashboard that brought operational information together into a visual management tool. It gave clinical and management teams a rapid view of departmental pressure, patient flow and capacity, supporting earlier escalation and operational decision-making. The work was subsequently presented at an informatics conference.
